think we can seriously claim that it should

be a prime abject of British policy in China

to protect those Chinese who have established

themselves in Hong Kong ; it is our business

to protect British interests and, accordingly,

to protect Hong Kong, in so far as the

activities of Hong Kong further British

interests, but the local authorities in Hong

Kong are very apt to confuse the interests

of the Chinese population of the Colony with

those of British trade.
